I did this in art class in high school. All you do is take a pliable metal, like a tag.
Take the tip ends of scissors and just tap.
IT makes little "indentions" into the metal.
Then, you take a very thin ink, and do a "wash" over the metal.
The ink then settles into the indentions for an "antiqued" look.

IF you are curious about how I got the "A" on the tag.
I took a regular stencil and traced it on the back of the tag, with the sharp end of an orange stick. (orange stick being what you have in your manicure set)
I then, took the blunt oval end and "swelled" out the A from the back of the tag.
You just move the blunt oval end around in circles.
It is best to lay your tag on a magazine, or something to give it some cushion.
Then, once I got the "A" to stand out as far as I wanted.
I then, turned the tag over to the front.. and then, took the sharp end of the orange stick and "traced" the outline of the A to make it stand out even more.
