You can also use double sided tape or the really thin glue dots as well for your adhesive.
First start out by deciding what patterned paper you want to use. Your pieces only need to be approximately 4-5 inches in length to start out with so this is a GREAT project to do with your scraps! You will also want to find what you want to use for the center of your flower. You could use covered chipboard, big buttons, another piece of patterned paper, felt, the sky's the limit on this one!
Start cutting your 4 inch pieces of paper into varying widths of strips. You want them all to be fairly narrow but it can vary just a bit to add more interest to your final product! i recommend having around 40 pieces of the long strips cut.

After you have all the strips cut, stack them together and cut them in half. Then comes the fun part....take three or four strips of the paper together and start wrinkling them up. There is not a right or wrong way to do this as you can manipulate the paper the way you want it once the flower is all put together.

I just used my fingernail to fold the strips here instead of crumpling.
Next you want to prepare your center piece that you will be adhering your strips to. Put the RIGHT SIDE FACE DOWN and add the adhesive of your choice. You want to use something quick drying like zip dry or double sided tape so that you are not waiting forever for it to dry!
Start adding the strips all the way around the back of the center of the flower like this....

Get as many strips down as the adhesive will hold. Then cut out a small circle about the size of the center of the flower out of a scrap piece of paper and adhere that to the strips like this...

Repeat the last step....add some more adhesive, add some more strips, then put a back on over that layer and you are done!! Turn it over and decorate the center as you wish!
